WhatsApp Business for customer service, connected to your phone system
Plenty of customers would rather message you on WhatsApp than call. This guide covers how to run WhatsApp Business customer service with several agents, what the 24-hour window and templates are, how to put an AI agent to work and how to keep chats and calls in one place.
Why use WhatsApp Business for customer service
WhatsApp is the messaging app many of your customers open every day. Using WhatsApp Business for customer service means meeting them where they already are: no holding on the line, no forms, a conversation they can pick up whenever they like, where they can send a photo of the problem, a document or a voice note.
For the business the benefit is different but just as real. An agent on the phone handles one call at a time; in chat they can follow several conversations at once, because customers don't reply instantly. Many simple requests, such as an order status, opening hours or an appointment confirmation, are wrapped up in two messages.
The risk is turning WhatsApp into a second channel cut off from everything else: a company phone in one person's hands, conversations nobody else can see, customers who message and then call about the same thing without the agent knowing. The real value comes when WhatsApp becomes part of the team's work, with rules about who answers and a history shared with your calls.
WhatsApp Business app or WhatsApp Business Platform: the differences
WhatsApp Business refers to two different things. The first is the WhatsApp Business app, which is free and aimed at small businesses: you install it on a phone and get a business profile, quick replies and labels. It works well as long as one or two people are answering.
The second is the WhatsApp Business Platform, which Meta offers through an API. It has no app of its own: you use it through software, such as a cloud phone system or a help desk, which gives you the conversation inbox, assignment to agents, templates and integrations. It's the route to take when several people need to answer the same number or when you want to connect WhatsApp to other tools.
If you currently use a number in the app and want to move it to the platform, ask your provider what happens to that number and the conversations in the app: Meta's rules on this have changed over time.
| WhatsApp Business app | Platform (API) | |
|---|---|---|
| Who it's for | Small businesses, one or two people | Support teams, call centers |
| Where you use it | In the phone app and linked devices | Through connected software |
| Several agents on one number | Limited | Yes, with assignment and permissions |
| Approved templates | No | Yes, required outside the 24-hour window |
| Phone system, CRM and AI integration | No | Yes, through the software you use |
The 24-hour window and approved templates
The most important rule on the platform is the 24-hour customer service window. When a customer messages you, a 24-hour window opens in which you can reply freely, with text, photos, documents and voice notes. Every new message from the customer restarts the clock.
Outside that window, or if the customer has never messaged you, you can only send a template: a message prepared in advance, optionally with variables such as a name or order number, that Meta has approved. Once the customer replies to the template, the window reopens and you can write freely again.
Templates come in categories. Marketing for promotions and offers; utility for confirmations and updates on an order or a case; authentication for one-time codes. Meta reviews them before approval and can reject them or pause them if they collect lots of negative feedback. Some messages are charged, with prices and rules Meta updates over time: always check the current terms before planning large sends.
- Prepare a template to restart a stalled conversation, for example “Hi {{1}}, we're getting back to you about request {{2}}”.
- Prepare utility templates for recurring cases: appointment confirmed, case updated, document ready.
- Write realistic samples for each variable: they help approval.
- Use quick reply buttons when the customer only needs to choose between a few options.
Several agents on one number: assigning conversations
When several people answer the same WhatsApp number, the question is always the same: who takes this chat? Without a rule, two agents end up replying to the same customer, or a conversation goes unanswered because everyone assumes someone else has it.
There are three common assignment models. In the first, new chats stay unassigned and the first agent who replies takes them: simple, and fine for small teams. In the second, chats on a given number always go to a specific agent, which is handy when each number has its own owner. In the third, an automated assistant answers first and an agent steps in when needed.
Whichever you choose, you need two things: a way to hand a chat to a colleague, for example someone who knows that customer or speaks their language, and permissions that decide who sees every conversation and who only sees their own. In Robottino's WhatsApp Business integration you choose, per number, whether new chats stay unassigned, go to one agent or go to an AI agent; agents filter them into Mine, Unassigned and All, and pass them to colleagues with Assign.
WhatsApp connected to your phone system: one history for chats and calls
The same customer messages on WhatsApp today, calls tomorrow and gets a text the day after. If each channel lives in a different tool, the agent answering the phone has no idea what the customer wrote yesterday. Connecting WhatsApp to your phone system means putting conversations in the same workspace as calls.
In practice, the agent answers chats from the same agent panel that receives queue calls, can see past WhatsApp and SMS conversations with a number while on a call with it, and can send an SMS from the same conversation to someone who doesn't use WhatsApp. The whole history with that customer stays in one place.
It works the other way too, from call to chat. During a busy spell, instead of leaving a customer on hold, the phone system can offer to carry on over WhatsApp: with Robottino's WhatsApp redirect the caller confirms their mobile number, receives a template and the conversation continues in chat. It's a practical way to take calls out of the queue without losing the customer; there are more ideas in the guide to reducing missed calls.
An AI agent on WhatsApp: what to hand over and when to bring in a person
An AI assistant on WhatsApp answers at any hour, reads messages and, where the system supports it, understands voice notes by transcribing them. It suits repetitive questions: opening hours, order status, information about a service, collecting details before passing the request to an agent.
The tricky part is the handover to a person. The customer must be able to reach an agent when the request is complex or sensitive, or simply when they ask. The agent, in turn, needs to read the conversation with the AI without making the customer repeat everything, and the assistant must stop replying once a person takes over.
With the AI voice agent, the same assistant answers the phone, WhatsApp and your website chat. When new chats on a number go to the AI agent, an authorised agent can follow the conversation live, press “Take the conversation” to reply themselves and hand it back to the AI when they're done. How to build a good assistant is covered in the guide on how to create an AI voice agent.
How to set up WhatsApp Business in your phone system
The exact steps depend on the software you use, but the sequence is nearly always the same.
Get your Meta account ready
You need a Meta Business account and a phone number dedicated to WhatsApp, with a business display name that Meta reviews.
Connect the number to your software
Usually you log in with Facebook and pick the numbers to connect; if you already have your own Meta app, you can connect them with a token.
Decide who takes new chats
Nobody, a specific agent or an AI agent, number by number.
Set agent permissions
Who reads and writes on WhatsApp, who sees colleagues' chats, who can assign them and who can stop the AI.
Create and submit templates
Prepare messages to reopen conversations and cover recurring cases, then wait for Meta's approval.
Test with your own phone
Message from your mobile and check assignment, replies, attachments and the handover from AI to agent.
Good practice for customer service on WhatsApp
WhatsApp sets expectations of speed: people who message expect a reply fairly soon, even if not instantly. Decide when the chat is staffed by people and say so clearly, for example in an automatic first message or in the assistant's out-of-hours reply.
Adapt your tone to the channel. Short messages, one point each, no walls of text pasted from an email. When you need sensitive information, consider whether WhatsApp is the right channel or whether to send the customer to a secure area. And close conversations explicitly, so the customer knows the request is sorted.
- Answer the oldest unassigned chats first, not the newest.
- Use voice note transcription to read them quickly and search them later.
- Watch message statuses: delivered and read tell you whether the customer has seen your reply.
- Revise rejected templates using the reason Meta gives.
- Read some of the AI-handled conversations now and then to correct wrong answers.
Frequently asked questions
Can several agents use the same WhatsApp Business number?
The WhatsApp Business app has limited options for this. With the WhatsApp Business Platform, used through software such as a cloud phone system, several agents can answer the same number, with chat assignment and different permissions for each.
What is the WhatsApp Business 24-hour window?
It's Meta's rule that lets you message a customer freely within 24 hours of their last message. After that, or to start the conversation yourself, you can only send an approved template; once the customer replies, the window reopens.
What are WhatsApp Business templates?
They are messages prepared in advance and approved by Meta, with variables and optional buttons. They fall into marketing, utility and authentication categories and are used to message a customer outside the 24-hour window.
Can AI answer customers on WhatsApp?
Yes, by connecting an AI assistant to your WhatsApp number through the platform. It works best for repetitive questions, and there should always be a handover to an agent who can read the conversation and take it over.
Can a phone call be moved to WhatsApp?
Yes, if your phone system supports it: during the call the customer confirms their mobile number and receives a WhatsApp template, so the conversation continues in chat instead of in the queue. You need an approved template for that message.
Does WhatsApp Business cost money for companies?
The WhatsApp Business app is free. On the platform, Meta charges for some messages under rules and prices it updates over time, and the software you use may have its own costs. Check the current terms before planning large volumes.
